Appointment of a Principal Certifier
A Principal Certifier (PC) is required to be appointed in accordance with the Environmental Planning and Assessment Act, 1979 before commencement of any building works.
The PC is responsible for ensuring that all works are carried out in accordance with the approved plans and specifications.
The PC is required to carry out mandatory building inspections before, during and at the completion of a building project to ensure that it will meet the NCC (Building Code of Australia), conditions of development consent or complying development approval and other legislative requirements to allow for the issue of an Occupation Certificate.
When lodging your Construction Certificate or Complying Development Certificate with Hornsby Certifiers you will also need to nominate your appointed Principal Certifier by:
- Applying to enter into a contract with Hornsby Shire Council (Hornsby Certifiers) to provide certification work. Refer to ‘How to digitally complete and sign the ‘Contract with Hornsby Shire Council (Hornsby Certifiers) to provide Certification Work’ (PDF) for instructions on this process.
- Applying for a Principal Certifier Appointment Application (this is a new application that is required to be lodged) on the NSW Planning Portal. Refer to 'Submit an Application to Appoint a Principal Certifier' (PDF) for instructions on this process.
It is a requirement of the Environmental Planning and Assessment Act (Section 6.6(c)) to notify Council via the NSW Planning Portal at least two (2) days prior to the intention to commence works. This can be completed by selecting the Actions dropdown menu on the principal certifier appointment application.
