Ron Payne Park Oval Upgrade Works

Council is proposing a park upgrade to Ron Payne Park, North Epping. The aim of the project is to provide improved drainage for the existing oval, a new amenity building and improved pathways and seating for park users. The field surface will remain as natural grass and the use of the oval as an off-leash dog park will remain but may be restricted during the construction period which is planned in phases throughout 2023 to 2025.

Key elements of the Concept Plan include:

  • New drainage and irrigation work of the oval
  • A new Amenities Building
  • Accessible pathway works connecting entry to playground and new amenities building.
  • Providing communal spaces and additional seating for park users.
  • A new kerbed carpark and sandstone terrace seating, both are subject to funding.

The Ron Payne Park upgrade is proudly funded by the NSW State Government Funding and Hornsby Shire Council.

Community Consultation

Council undertook community consultation on the draft plan for Ron Payne Park Facilities upgrade. The community were generally supportive of the proposal.

Building Works

The building works are on track to be completed at the end of year and available for users early in 2024.  When completed, the existing toilets will be removed, and the area will be made suitable for parking.

Oval Works

The oval works are presently scoped to include drainage, irrigation and reshaping of the surface. When funding becomes available, the construction works will be programmed to commence in the summer of 2024/25.

March 2024

The new amenities building at Ron Payne Park has been completed. The new facilities will be open to the community on 4 April 2024 in time for the winter sports season.

The new amenities building includes female friendly change rooms, canteen, storerooms, enhanced public toilets and is universally accessible. The building is using a solar hot water system and has storage tanks for rainwater reuse.

Along with new building improvements to the park have included upgrades to paths, carpark and drainage.

January 2024

Amenities Building: The amenity building interior finishes are now installed on site. The fencing along the building and oval interface are now complete.

Landscape Works: The pathway works connecting the site entry to the amenity building, oval and play area along with the lawn installation works are now complete.

November 2023

Amenities Building: The amenity building walls are now installed on site. Accessible ramp to the building is constructed on the northern side of the building and service driveway on the southern side.

Landscape Works: The pathways connecting the site entry path to the amenity building, oval and play area are under construction.

The Amenities Building installation works are currently in progress. The structural columns, structural wall members and the underground services within the building footprint area are now complete.

The building floor concrete slab and roof is scheduled to be installed in August 2023.

April 2023

Amenity Building Installation

Council has recently completed all the underground servicing relating to the new amenities building.

Over the month in April, ground preparations such as partial removal of the oval fencing and lighting relocation have also been completed to allow for the building installation which is now underway.

We expect the building installation will take approximately 3 months (weather permitting)

Carpark Access – Temporary closure notification

Construction works will be occurring across the carpark entry. There will be no vehicular access from the following dates:
Wednesday 8 March, 7am to Friday 10 March, 3pm. These dates and times will be regularly updated and posted here.

We will endeavour to keep carpark access available whenever possible. Meanwhile, we thank you for your patience.

January 2023

Council will deliver the first stage of the Ron Payne Park Upgrade starting with the Amenities Building installation around 16 January 2023. Initial works will involve underground servicing to the amenity building which is expected to last until early March 2023. Followed by the installation of the building in April.

Construction has now been revised to only occur during weekdays between 7am-5pm. The oval will remain open for public use and operate as normal. Please continue to refer to this page for updates.
