Florence Street upgrade

Council will be undertaking upgrades to Florence Street between Monday 1 May and Thursday 31 August to increase pedestrian safety within the shared traffic zone.

Council contractors will be removing the round concrete bollards and replacing them with vertical steel posts that are crash tested. The chicane planter boxes at the corner of George Street will also be increased in size and paving replaced.

The upgrade will be completed in 4 stages:

Stage 1

Removal of existing and installation of new bollards at the corner of Florence Street and Hunter Lane.

In undertaking this upgrade, Council advises that pedestrian and vehicle access to Florence Street may be affected.

Pedestrian and traffic plans are in place, and emergency vehicles will always have complete access.

The works are being completed to enhance the pedestrian and vehicular safety within the Hornsby Mall precinct. The bollards being installed are anti-terrorism rated, which include enhanced safety features.

There will be partial road closures which will be managed by traffic management plans, implemented onsite.

Given there will be partial road closures, the retail outlets will be notified when the removal of the current bollards in place will be completed. The removal of the bollards will be the only time the retail shops will be affected, given the need for appropriate machinery onsite to complete the removal.

Pedestrian management plans will be implemented onsite, which will allow ongoing pedestrian and accessible access to Hornsby Mall.

Reversing beepers, general vehicle noise, minor earthworks and some drilling machinery will be present at the time of the works. Every effort will be made to minimise any noise or disruptions associated with carrying out these necessary operations.

Th works are scheduled to commence Monday, 1 May 2023. Completion is Thursday, 31 August 2023 – weather permitting.

All works will be carried out in accordance with the NSW Government Protection of the Environment Operations Act 1997. Works will be carried out as indicated below:

  • Monday to Friday, 7am to 6pm
  • Saturday, 8am to 1pm
  • No work on Sundays or public holidays

Given there will be partial road closures, all retail stores receiving deliveries/parking zones will be notified when the removal of the current bollards in place will be completed. The removal of the bollards will be the only time the loading and parking zones will be affected, given the need for appropriate machinery onsite to complete the removal.

Hornsby Shire Library External Façade Upgrade

Council will be upgrading the library façade between Monday 1 May and Thursday 31 August.

The upgrade includes repainting the external walls and replacing windows on the entry side of the building.

The library’s hours of operation will not be affected by the works program.

Library patrons are advised that there will be elevated noise levels over the works period.

Between Thursday 18 May and Tuesday 6 June, library patrons are advised that there will be reduced capacity in the library’s study and seating areas.

The upgrades to the library façade required further investigation which was completed following the refurbishment works. Consideration was taken during the investigation stage, that the façade works would not affect public access to the library, which has allowed the upgrade to be completed following the refurbishment.

The refurbishment will enhance the aesthetics of the façade of the building which will make the space more inviting.

Access to the library will not be impacted. Hours of operation will remain the same, a study space and seating space being the only affected area. Study space and seating space will be cordoned off from Monday 22 June until Thursday 29 June, study space within the facility will still be provided.

General workmanship noise will be present at the time of the works. Every effort will be made to minimise any noise or disruptions associated with carrying out these necessary operations.

Works are to commence on Tuesday 2 May with completion by Thursday, 29 June 2023 – weather dependant. The hoarding will be installed at the front of the library on Monday 22 May and will be in place for up to two weeks – weather dependant.

Access to one of the seating and study spaces along the front of the library will be closed. The furniture within the closed study space will be dispersed, where possible, throughout the library to ensure study spaces and seating are still provided to the public.

Access to the after-hours chute will remain open throughout the duration of the works as normal.
