Management Plan 2009/10 - 2011/12 - adopted by Council 10 JUNE 2009
The Management Plan provides the community with information on council's future activities. The Plan outlines council’s strategic direction and summarises the key actions, performance measures, and resources required to deliver these activities each year.
The Management Plan also contains information on council's annual budget, including forecasts for at least the following two years. In short, the Plan describes how council is "creating a living environment…" while managing for the needs of current and future residents.
Council's FIVE themes
The Management Plan contains five strategic themes developed by council to continue "creating a living environment". The themes are:
- ECOLOGY - to protect and enhance our natural environment
- ECONOMY - a resilient local economy and sustainable resource use
- SOCIETY and CULTURE - to enhance social and community wellbeing
- HUMAN HABITAT - to provide effective community infrastructure and services
- GOVERNANCE - to guide towards a sustainable future.
Reporting on progress
A progress report is compiled quarterly for the life of the Plan. Performance indicators and targets are reviewed during the year to ensure service delivery meets the strategic themes, and to improve evaluation of projects and programs. An Annual Report is also published each November.
What does the Management Plan mean for the community?
Council regularly receives feedback from the community, local organisations, individual residents and business people. As well as reflecting this feedback, the Management Plan acts as a report card for council. It provides everyone with easily accessible information on what council aims to achieve over the next three years.The community can also have a say in the Plan’s development while it is on public exhibition. The Plan is on public exhibition each year, usually from mid-April for approximately one month. After this time, the Plan is formally adopted and followed by council.
Reference documents
To help prepare the Management Plan, council uses its other major planning documents as references. These include the: Social Plan; Strategic Financial Plan; State of the Environment Report; Community Sustainability Indicators; and Section 94 Development Contributions Plan.
With assistance from the Executive Committee, councillors decide on what strategic principles and items will be included in the budget and reflected in the Management Plan.
