Housing Strategy update - 23 November 2009
Your Councillors have been diligently reviewing the many submissions received on the Housing Strategy.
As a result of the review, amendments are proposed to the Housing Strategy, which is proposed to again be placed on public exhibition in early 2010. The public exhibition will be widely advertised and you will have ample opportunity to submit your feedback.
Although the Housing Strategy will shortly be submitted to Council, no decision will be made with respect to endorsement or adoption of the Strategy or any rezonings. Council will only make a decision to progress the Housing Strategy through a further exhibition period.

Background on the Housing Strategy
The Hornsby Shire Housing Strategy was exhibited from 16 March 2009 until 17 July 2009.
The Housing Strategy identifies opportunities to ensure an additional 2,600 dwellings will be provided over the next 10 years. The housing has been identified in 25 planned precincts close to commercial centres and transport nodes, including parts of:
- Asquith
- Berowra
- Carlingford
- Hornsby
- Mount Colah
- Mount Kuring-gai
- Normanhurst
- Thornleigh
- Waitara
- West Pennant Hills
The housing form consists predominantly of five-storey apartment buildings, along with a mix of townhouses, three-storey walk-up flats, and eight- to ten-storey apartments.
The Housing Strategy was jointly funded by Council and Planning Reform Funds from the Department of Planning.

Submissions for the Housing Strategy have now closed. It is anticipated an amended version of the Strategy will be placed on public exhibition in early 2010.
Background on planning in Hornsby Shire
The Shire’s first comprehensive housing strategy, the 1994 Hornsby Shire Housing Strategy, included a range of new housing initiatives to meet the State Government’s urban consolidation requirements and local community expectations. Two precincts were rezoned for high density multi-unit housing adjacent to the Hornsby Town Centre – College Crescent, Hornsby and Orara Street, Waitara.
The 1998 Hornsby Shire Housing Strategy involved the rezoning of eight precincts from Berowra to Epping to allow medium to high-density multi-unit housing to accommodate the Shire’s growing population. A former Department of Community Services site and a former Formica factory site at Westleigh were also rezoned to permit multi-unit housing.
In December 2005 the State Government released its Metropolitan Strategy which outlined new dwelling targets throughout Sydney. The draft North Subregional Strategy was subsequently released by the Department of Planning, to guide land-use planning specifically in Hornsby and Ku-ring-gai Council areas. The strategy identifies that Hornsby Shire must provide 11,000 dwellings by 2031.
The Hornsby Shire Housing Strategy 2009 will, if endorsed by Council, assist in meeting that target by ensuring opportunities for 2,600 dwellings over the next 10 years.
