Planning Controls/Studies
Land use control and planning within Hornsby Shire is administered by both Hornsby Council and the State Government.
How is the Shire planned by Council?
Land use within Hornsby Shire is principally guided by the Hornsby Shire Local Environmental Plan 1994 (HSLEP). The HSLEP covers all areas of the Shire, and sets out the type of future development allowed in each location.
Hornsby Council has adopted a series of Development Control Plans (DCPs). The DCPs contain more detailed controls for development and provide explanations of the relevant controls in the Hornsby Shire Local Environmental Plan.

Council has adopted a Town Planning Program which establishes a timetable for the review of existing planning controls. The reviews usually take the form of Planning Studies which examine background issues, the options for change and recommend future planning strategies.
