Epping Town Centre Core Heights

Hornsby Shire Council, Parramatta City Council and the Department of Planning recently engaged a consultant to prepare the Epping Town Centre Study. The aim of the study is to analyse transport issues in and around the Centre and explore the potential for the Epping Town Centre to accommodate increased residential and employment growth. The objectives of the study are to:

  • analyse transport issues and model transport outcomes;
  • analyse major issues, development opportunities and constraints;
  • explore two growth scenarios (short term and long term);
  • identify infrastructure (including transport) upgrades;
  • prepare an Urban Structure Plan;
  • prepare planning control amendments; and
  • identify potential funding sources for infrastructure.

The study will inform future planning controls and infrastructure requirements to assist in the management of future growth in Epping and to provide certainty for Epping residents and businesses.

Update - outcome of meeting on 3 August 2011

At its meeting on 3 August 2011, Council considered Executive Managers Report No PLN60/2011 seeking endorsement to publicly exhibit the above Epping Town Centre Study.

Council resolved (in part) to endorse the Study for public exhibition. Council also resolved that:

"To facilitate the opportunity for the Epping community and stakeholders to provide feedback on the Study which includes recommendations addressing traffic management strategies, public domain and urban design improvements that cross local government boundaries, Council write to Parramatta City Council and the Department of Planning and Infrastructure seeking a further meeting of the Epping Town Centre Steering Committee to encourage the joint exhibition of the Study."

On 8 August 2011 representations were made to the Department of Planning and Parramatta City Council in accordance with Council's resolution.


Update - outcome of meeting on 1 December 2010

At the Planning meeting on 1 December 2010, Council received and noted the contents of a report which provided an update on the preparation of the Epping Town Centre Study.

Public consultation - December 2010

Interested stakeholders and community members provided input to the Study by attending the street community stalls which were held at Epping Station on 1 December 2010 and Rawson Street, Epping (outside Coles supermarket), Saturday 4 December 2010. Feedback was received by the Consultant up to 10 December 2010. Posters displayed at the stall can be downloaded below.


Update - outcome of meeting on 3 February 2010

At the Planning meeting on 3 February 2010, Council considered Executive Manager’s Report No. PLN108/10, seeking endorsement of a Memorandum of Understanding (MOU) between Hornsby and Parramatta City Councils and the Department of Planning for funding to prepare the Epping Town Centre Study. Council resolved (in part) to endorse the draft MOU and Project Workplan.

The MOU was subsequently signed by Hornsby and Parramatta City Councils and the Department of Planning.
