In 1905 a Royal Commission was established to divide the eastern and central parts of New South Wales not already incorporated, into shires or municipalities. The Royal Commission led to the Local Government Act of 1906.

On 7 March 1906, Hornsby Shire was incorporated. On 16 May it was divided into three Ridings, initially with two councillors representing each Riding. At the 1908 election the number of councillors was increased to nine.

The original elections took place in December. Elections are now held in September. At the 2003 election, residents voted to have a popularly elected Mayor. As a result, Councillor Nick Berman was elected for a four year term.
