ICLEI Water Campaign


ICLEI stands for the International Council for Local Environmental Initiatives. This is a worldwide association of national and regional local governments who have a unique commitment to improve global environmental sustainability. The ICLEI Water Campaignä assists local governments to formulate a strategic approach to work towards integrated water resource management.

Milestones Framework – There are 5 Milestones within the ICLEI Water Campaign™. The Milestones serve as a progressive benchmark as to how well local governments achieve their objectives and goals for water conservation and water quality management for the corporate and community sectors.

  • Milestone 1: complete an inventory of water consumption and a water quality practices gap analysis;
  • Milestone 2: set goals to improve water management;
  • Milestone 3: develop a local action plan;
  • Milestone 4: implement the local action plan; and
  • Milestone 5: complete a second inventory and report on progress.

Hornsby Council has successfully achieved all the Milestones in the International Council for Local Environmental Initiatives (ICLEI) Water Campaign™.

Hornsby Shire Council is the first Council in Australia to achieve this highest target in water conservation and water quality improvement for both the corporate and community sectors. This achievement is a result of efforts of Council and its community to reach water consumption reduction targets of 21 percent (corporate) and 20 percent (community) against the baseline water consumption data of 1999 to 2002. Council’s Award was presented to Mayor Nick Berman at the "Accelerating Now!" Local Action on Sustainability Conference hosted by ICLEI Oceania in Melbourne on 5-8 May 2007.

Key initiatives such as the Sustainable Water Development Control Plan, wastewater treatment, stormwater harvesting at Council’s Nursery and parks, reverse osmosis to treat Council’s swimming pool backwash water, gross pollutant and nutrient trapping, sediment and erosion control, and reduced herbicide, pesticide and fertiliser use have all made this achievement possible.
