Community Plan
The Hornsby Shire Community Plan 2010-2020 is the highest level Council plan and is underpinned by the Hornsby Shire 2020 Framework for a Sustainable Future. It identifies the main priorities and aspirations for the future of the Hornsby Shire, outlines Council's long term plan to deliver the best possible services to the people of the Hornsby Shire, and sets the strategic direction for where the people of Hornsby Shire want to be in 2020.

Delivery Program and Operational Plan
The Delivery Program is closely aligned to the Hornsby Shire Community Plan 2010-2020 and is the point where the community's strategic goals in the Community Plan are systematically translated into actions and resources. It describes the principal activities Council will undertake over the coming four years, and includes details on the funds and other resources to be applied in the coming year.

Hornsby Shire 2020 Initiative - Our Framework for a Sustainable Future
The Hornsby 2020 Initiative provides a framework to help Council respond to the challenges ahead and to change sustainability from an abstract concept to a daily reality. It makes Council's strategic intent of "creating a living environment" practical and applicable, providing a consistent and integrated long term focus and direction for all Council’s action, policies, plans and strategies.

Infrastucture Levy application

Resourcing Strategy
Hornsby Council's Resourcing Strategy incorporates Council's Workforce Strategic Plan, Asset Management Framework and Long Term Financial Plan. Its purpose is to give consideration to the capacity for Council to deliver on its responsibilities within the Hornsby Shire Community Plan 2010-2020.

Section 94 Development Contributions Plan
Since 1979, the Environmental Planning and Assessment Act has allowed councils in New South Wales to charge developers a contribution towards the cost of providing local services and facilities which are required as a result of new development. The levy ensures that new development contributes to the cost of providing new facilities and services, or maintaining a level of services in the Shire.
